Notes:
Matt, clearly a notch below Curtis Henning in the 2003 Rookie of the Year race, was still whispered among players as a potential MVP candidate due to his being completely invaluable to Wiffolution 51. He completely changed the dynamic of their team, not unlike Casey Sylvester in 2001. After missing pretty much all of the middle third of the season to personal concerns and a broken hand, Matt returned to last-place Wiffolution and led them on a 9-3 run that gave them their 3rd straight playoff spot. The only regular on the team who could be considered at worst a mediocre pitcher, Matt threw 2 IP every single game he played. Curtis Henning (41.0) and Matt Smith (56.0) are the only two rookies to toss more IP in a season, but Matt's 40.2 were condensed into two thirds of a season. I counted 38 times a player picked up at least 100 ABs in a season from 2001-2003, and here are the ten highest AB/IP ratios:

10. 4.47 -- Ian Byrd, 2003
9. 4.48 -- Scott Carmichael, 2003
8. 4.52 -- Jeff Morrison, 2001
7. 4.56 -- Dave Cain, 2003
6. 4.58 -- Jeff Morrison, 2003
5. 4.61 -- Joe Creighton, 2002
4. 4.72 -- Aaron Kemper, 2001
3. 4.74 -- Dean Evans, 2003
2. 5.34 -- Dean Evans, 2001
1. 5.83 -- Mike Walsh, 2001

And here are the ten lowest:

10. 3.90 -- Joe Creighton, 2001
9. 3.89 -- Casey Sylvester, 2002
8. 3.83 -- Darnell Uhland, 2001
7. 3.82 -- Seth Yoder, 2003
6. 3.81 -- Darnell Uhland, 2002
5. 3.80 -- Jeff Morrison, 2002
4. 3.74 -- Casey Sylvester, 2001
3. 3.73 -- Ian Byrd, 2001
2. 3.73 -- Curtis Henning, 2003
1. 3.30 -- Matt Plummer, 2003

It's not even close. These lists are a rough sketch of how important each team found this person as a pitcher. The average for all 38 occurances was 4.25 ABs/IP. Obviously it can be a little skewed, for example in the case of 2 on 2 games, both the Cy Young and the worst pitcher will usually throw 2 IP, but the lists paint a relatively accurate picture:

Matt Plummer's arm was very valuable to Wiffolution.
